I can not translate a file “ini” on Russian. Instead of words on a site small squares are drawn. Prompt, what I incorrectly do?

You need to use en editor with the ability to save the file using the utf-8 code (for example with windows you can use notepoad++ and select the code 'utf-8 without bom' before starting to update the file).
