You need to be more specific about your issue!
- What is your joomla & BS MyJspace version?
- Did you follow the regular install & configuration?
- Do you have any error message?
- Detail you usage & issue.

The publisher (user level under administrator) can create, modify, etc. user pages from frontend?

As default each registered user can create/update/config/delete ... his own pages (only) from the front-end. With the componant ACL you can change the access to the views for such actions.

I have not explained well. you can manage from frontend as administrator (publisher lower level)? That is, I (administrator) to operate from the frontend to allow a user (publisher) as if it were the administrator, but to create / update / config / delete the other user page, not his own.

For the front-end usage, you can delegate/share the page edit (set tle option 'Share edit' = 'backend & frontend') and then configure the allowed group into the page config. panel.
