The pagination is made to be bellow the text !
There is one case where you can have the pagination before & bollow the text when you select the "double dropdown select prev - next" index => in such case select another option for only one bellow.

On the top it's one of the 'index'. You can select 'none' into the options.
On the bottom of the text you must have 'prev' & 'next' also.
If it's still wrong. Can you post a screenshot with the full page & all your plugin options
